What this guide covers

This guide explains the official investment criteria and general procedure. It does not recommend property or intermediaries, establish a valuation, determine nationality eligibility, provide sanctions or source-of-funds advice, or guarantee citizenship.

Qualifying investment routes

  • Acquire qualifying real estate worth at least US$400,000 equivalent and register the required restriction against resale for at least three years
  • Make a fixed-capital investment of at least US$500,000 equivalent
  • Deposit at least US$500,000 equivalent with a bank operating in Türkiye and retain it for at least three years
  • Purchase at least US$500,000 equivalent in qualifying government bonds and retain them for at least three years
  • Purchase at least US$500,000 equivalent in qualifying real-estate investment fund or venture-capital investment fund shares and retain them for at least three years
  • Create employment for at least 50 people

Family and decision standard

Official investment guidance says a qualifying principal applicant may apply together with a spouse and the applicant’s or spouse’s minor or dependent children, subject to the current documentary rules.

Meeting an investment threshold does not create an automatic entitlement. Citizenship remains subject to the required certificate, residence and citizenship procedures, archive investigation, national-security and public-order review, and a decision by the competent authorities.

Property-route safeguards

  • Use independent Turkish legal, title, valuation, tax, and financial review before committing funds.
  • Confirm that the property and seller are eligible under the current foreign-investor rules.
  • Use the valuation and foreign-currency procedures required by the land-registry authority.
  • Make sure the title record contains the required three-year restriction in the prescribed form.
  • Do not rely only on a developer, agent, guaranteed-return claim, or private eligibility letter.
  • Check sanctions, source-of-funds, beneficial-ownership, marital-property, inheritance, and home-country consequences.

General application sequence

  1. 1Select the investment route and the government body responsible for certifying it.
  2. 2Complete legal, financial, source-of-funds, and eligibility due diligence before making an irreversible investment.
  3. 3Complete the investment and any registration, holding restriction, deposit freeze, or employment evidence.
  4. 4Obtain the official certificate of eligibility from the responsible authority.
  5. 5Prepare and apply for the qualifying residence permit under the foreign-investor provision.
  6. 6Assemble the citizenship file, civil-status records, translations, apostilles or legalizations, and family evidence.
  7. 7Submit through the competent population and citizenship authority.
  8. 8Respond to archive-investigation or document requests and await the government decision.
  9. 9After approval, verify civil registry, identity, and passport records and track all expiry dates.

Which authority certifies the investment

The certifying authority varies. The land-registry authority handles the property route; the Ministry of Industry and Technology addresses fixed-capital investment; banking, treasury, capital-markets, and labour authorities address their respective routes. Use the authority named for the selected investment rather than treating one certificate as universal.
